The Materials Service Safety Assessment Facilities project (MSAF for short) is one of the twelve major national scientific and technological infrastructures built during China's Eleventh Five-Year Plan period approved by the National Development and Reform Commission. The project was established by USTB as a legal person, the Institute of Metal Research of the Chinese Academy of Sciences, Northwestern Polytechnical University, and Harbin Institute of Technology as participators. In 2008, the National Development and Reform Commission approved that, relying on this project, USTB would take the lead in preparing for the establishment of the National Center for Materials Service Safety (NCMS), responsible for the construction, operation and development of the project. The National Science Center is expected to have a total investment of 1.32 billion yuan, and the actual investment 1.5 billion yuan will reach 500 researchers and 2,000 graduate students in the future.
